I’d like to adjourn tonight in memory of Frank Andrews, former director of the LA County Department of Animal Care and Control, who recently passed away in Florida at the age of 85.
Frank was a very generous and dedicated man who spent his entire life committed to the safety and protection of animals. Prior to his work in Los Angeles, he led the Michigan Humane Society in Detroit.
After attending many regional meetings and conferences with other directors of humane organizations, Frank became a founding member of the Society of Animal Welfare Administrators in 1970.
The organization establishes national standards of competence and professionalism in the industry and Frank was appointed the first secretary in the group’s history.
His career in the humane movement continued when he served as director of the Department of Animal Care and Control here in LA County from 1989 to 2001. After retiring from DACC Frank moved to Florida, where he went on to lead the Humane Society of St. Lucie County in Port St. Lucie.
We are saddened by Frank’s passing and our thoughts are with his family and friends during this time.
